The Perforating Rotary 28 was designed to fill a gap between cutting and not cutting at all. Standard rotary cutters sever material completely; scissors and blades can't easily produce consistent, repeatable tear lines. OLFA's answer was a toothed 28mm rotary blade that alternates between cutting and skipping at fixed intervals, producing the kind of perforated edge you'd see on a ticket stub or a coupon sheet.

The blade cover slides forward to expose the blade and must be closed after use, a safety mechanism built into the tool's handling habit rather than bolted on as an afterthought. Blade replacement uses a yellow locking clip on the back panel, requiring no tools and no contact with the blade edge during the swap. The tool is symmetrical, so left- and right-handed users handle it the same way. It earned a Good Design Award, which for a utilitarian cutting tool reflects recognition of the balance between form, function, and safety in a product that does one specific thing well.
